1fe9fe5da7 Reinstate pausing marquee 
Also fix a bug where releasing the mouse button after moving the cursor outside
of the marquee would fail to restart the marquee.

92f5d429f2 Switch from require.js to WebPack 
This means we lose the ability to run without a build tool, but it sets the
stage for migrating to React.
