Johannes Millan 49d36577d8 ci(win-store): collect release notes for Partner Center upload ... Fetch the GitHub release body for the tag and publish it as an artifact plus a job-summary block, so the maintainer can paste it into Partner Center's "What's new" field during the manual appx upload.
