Flags lookup-table and doc autogen (#655) 
* Tableize flag-parsing for on-line help, doc autogen, etc.

* Rename cli,cliutil packages -> climain,cli

* stub for new flag-list page

* Fix alignment & formatting for webdoc/manpage autogen

* per-flag-section info in mlr help

* Fix comparison of actual vs expected stderr file in regtest

* Replace old flag-parser with new

# Documents for previous releases

Note: Miller 6 is in pre-release. All readthedocs links are for Miller 5 until the release of Miller 6 is finalized.

As of September 2020, for 5.9.1 onward, release-specific docs will be handled automatically by https://miller.readthedocs.io whenever a new release is tagged at https://github.com/johnkerl/miller/releases.
