Derive how windows hidden state is computed ( #1068 )

This resolves a bug:
1. Put the Milkdrop window in Desktop mode
2. Put the Milkdrop window in Fullscreen mode
3. Press esc
4. Try to move the Milkdrop window (it won't)
Keeping the "hidden" state up to date was fragile. By computing it we
can avoid edge cases like the one above where we failed to reset the
Milkdrop window's hidden state.

* Implement VerticalScrollbar
This gets rid of rc-slider which was way too heavy, was out of date and I never quiet trusted.
We only ever used a portion of it any way.
Also, this sets us up to have more direct control over the sliders which we will need if we want to support the behavior where you can click once and drag across the EQ sliders to draw a line.
* Increase band size
* Ensure band sliders don't go too far, and align to real pixels
* Update snapshots to reflect better slider placement
