fix(sync): use canonical Nextcloud ETags for uploads (#9251) 
Prefer OC-ETag only for the dedicated Nextcloud provider and fall back to content hashes when CORS hides it. Keep generic WebDAV ETags opaque so a derived candidate cannot match and overwrite a concurrent revision.
