Richard Hansen 5cbbcbcee6 pad: Simplify reload after .etherpad import 
The old "switch to pad" logic looked buggy, and it complicates pad
initialization. Forcing a refresh after importing an `.etherpad` file
isn't much of a UX downgrade.
