Farzan Aman Khan 65cb18af2c pycriu: Force python protobuf backend in 3.14+ 
Default to the pure-python protobuf implementation
on Python 3.14+ when the user has not explicitly
selected a backend. This avoids known protobuf
C-extension import failures seen in some distro
packaging setups.

Fixes #2848
